Chamber's Statement on City Resolution Proposing a One-Year Moratorium on Applications Related to the Establishment or Expansion of Data Centers Within the City
The St. Charles Regional Chamber is committed to fostering policies that encourage economic growth, job creation, and innovation in our community. Data centers play a critical role in today’s economy, powering the digital infrastructure that supports businesses, education, healthcare, and everyday life. These projects represent significant private investment and generate substantial economic activity, including construction jobs, ongoing maintenance contracts, and the creation of high-paying, technology-driven careers.
We understand there has been concern within the community regarding a recent project and the perception of limited transparency. Those concerns are valid and should be addressed. Moving forward, it is important that applicants take a more proactive approach to transparency - clearly communicating project details, addressing infrastructure and environmental impacts, and engaging with nearby residents and stakeholders.
While we recognize the importance of community involvement, we are concerned that a one-year moratorium on applications for the establishment or expansion of data centers sends an unintended message: that St. Charles may be hesitant to welcome high-tech investment. In today’s competitive market, companies decide where to locate based on infrastructure, workforce, and the willingness of local governments to support innovation.
Instead of an across-the-board moratorium, we encourage the City to evaluate applications on a case-by-case basis. This approach allows city leaders to ensure transparency, address infrastructure concerns, and require applicants to work closely with the community, while still welcoming projects that bring significant economic benefits and align with St. Charles’ standards.
St. Charles has long been recognized as a vibrant, business-friendly community. Imposing a temporary ban risks signaling uncertainty at a time when other regions in Missouri and across the Midwest are actively recruiting these companies and reaping the rewards of their investment.
We urge city leaders to take a balanced approach. One that both protects community interests and preserves St. Charles’ pro-business reputation. By working together, we can continue to attract high-value jobs and investment while ensuring that residents remain informed, engaged, and confident in the decisions shaping our future.
